Key takeaways

  • CPCS and NPORS are the two main UK plant operator card schemes on construction sites.
  • Red trained operator cards last 2 years; the holder must achieve an NVQ to move to blue.
  • Blue competent operator cards last 5 years and are renewed with evidence of ongoing experience.
  • For self-drive hires, the customer must provide a competent operator, but you should still check.
  • For operated hire, your operators' cards are your responsibility.

Why cards matter to a hire firm

Plant operator cards show that someone has been trained and tested on a specific type of machine. Most main contractors and housebuilders won't let anyone operate plant on site without one. For a hire firm they matter in two ways: checking the customer's operator on self-drive hires, and employing qualified operators for operated hire.

Red and blue cards

RED · 2 YRS

Red: trained operator

Passed the tests but hasn't yet achieved the NVQ for that category. Valid for 2 years. The holder must achieve the NVQ to move to blue.

BLUE · 5 YRS

Blue: competent operator

Holds the relevant NVQ and has proven competence. Valid for 5 years, renewed with evidence of ongoing operating experience.

Each card lists the specific categories (machine types and sometimes sizes) the holder is qualified for. A card for a 360° excavator above 10 tonnes doesn't cover a telehandler.

Self-drive hires: what to check

On self-drive hire the customer supplies the operator and, under typical hire terms, is responsible for their competence. A careful hire firm still checks, because an incompetent operator is the fastest way to a damaged machine and an insurance claim.

  1. 01

    Ask at booking

Who will operate the machine, and what card or experience do they have?

  2. 02

    Check at handover

See the card, check the category matches the machine, and note the number.

  3. 03

    Give familiarisation

Walk through controls, safety devices and quick hitch; get it signed.

  4. 04

    Refuse if needed

Your terms should let you refuse to hand over a machine to an unsuitable operator.

Operated hire: your operators

  • Employ or contract operators with blue cards in the right categories wherever possible.
  • Red-card operators can work, but plan their NVQ before the card runs out.
  • Record card numbers and expiry dates and set reminders.
  • Check your insurance conditions on operator qualifications.
  • Operated hire usually falls within CIS. See VAT, PAYE and CIS.

Keeping records

For every hire, record who received the machine, their card details or experience, and the familiarisation given. A booking system that stores this against each hire makes it routine and gives you evidence if something goes wrong.

FAQs

Common questions

What is the difference between CPCS and NPORS?
Both are UK plant operator card schemes recognised on construction sites. CPCS uses accredited test centres; NPORS uses registered instructors. Both issue red trained operator cards and blue competent operator cards.
How long does a red CPCS card last?
Two years. The holder must achieve the relevant NVQ to upgrade to a blue competent operator card, which lasts five years.
Do customers need a CPCS card to hire a mini digger?
There's no legal requirement for a card on every hire, but the operator must be competent and most construction sites require a card. Your hire terms should make the hirer responsible for competence, and you should check before handing over the machine.
